7:00 pm-9:15 pm The Reckoning (approximately 90 minutes) follows ICC Prosecutor Luis Moreno-Ocampo and his team for three years across four continents, as he issues arrest warrants for Lord's Resistance Army leaders in Uganda, puts Congolese warlords on trial, shakes up the Colombian justice system, and charges Sudan's President Omar al-Bashir with genocide in Darfur, challenging the UN Security Council to arrest him. Building cases against genocidal criminals presents huge challenges, and the Prosecutor has a mandate but no police force. At every turn, Moreno-Ocampo must pressure the international community to muster political will for the cause. Like a deft thriller, The Reckoning keeps you on the edge of your seat, in this case with two riveting dramas – the prosecution of unspeakable crimes and the ICC's fight for efficacy in its nascent years. This screening comes as the Obama administration carries out a review of U.S. policy toward the ICC in the run-up to the first review conference on the court in 2010. Following the film, a panel will field audience questions about The Reckoning, the ICC, and U.S. policy toward the court. Panelists will be Peter Kinoy, co-founder of Skylight Pictures and Executive Editor of The Reckoning; David Tolbert, former Deputy Prosecutor of the International Criminal Tribunal for the former Yugoslavia and member of the ASIL independent Task Force on U.S. Policy Toward the ICC; Cynthia Lopez, Vice President of POV; ASIL member Jeffrey Pryce, member of the U.S. delegation to the Rome Conference in 1998 and Of Counsel at Steptoe & Johnson LLP; and ASIL member John Bellinger, former Legal Adviser to the U.S. Secretary of State (2005-2009) and now Partner at Arnold & Porter. The session following the film will be moderated by ASIL Executive Committee member Anne Joyce, member of the U.S. delegation to the Rome Conference in 1998 and an Attorney-Adviser with the U.S. State Department Legal Adviser's office.
