Civilian Casualties: The Law of Prevention and Response (Week 6) [1]

This is the sixth and final part of the online symposium, Civilian Casualties: The Law of Prevention and Response.  The topic of this panel is Accountability for Civilian Casualties.

This panel will explore potential methods of accountability for civilian casualties, ranging from administrative measures by the chain of command, military and domestic court jurisdiction, international courts, and the increasing use of universal jurisdiction by states.  Which of these approaches are preferred, feasible, and likely to promote IHL/LOAC compliance?  What about incidents that fall short of war crimes, when conduct resulting in civilian casualties is negligent rather than purposeful?  We look forward to a lively discussion of these issues with expert speakers.
