On July 1, 2020, the U.N. Security Council adopted resolution 2532 [3] calling on states to immediately cease hostilities during the COVID-19 pandemic. The Security Council expressed "grave concern about the devastating impact" of the pandemic and underscored the enhanced need for cooperation on the national, regional, and international levels. In recognition that the "pandemic is likely to endanger the maintenance of international peace and security," the Council demanded "a general and immediate cessation of hostilities in all situations on its agenda" and called upon states that are parties to armed conflict "to engage immediately in a durable humanitarian pause for at least 90 consecutive days, in order to enable the safe, unhindered and sustained delivery of humanitarian assistance" and related services. The Security Council indicated, however, that the cessation of hostilities and the humanitarian pause "do not apply to military operations against the Islamic State in Iraq and the Levant (ISIL, also known as Da'esh), Al Qaeda and Al Nusra Front" and associated individuals and groups.
