The 78th Session of the UN General Assembly has adopted a draft resolution introduced by China to enhance international cooperation on building AI capacity, particularly in developing countries. The resolution aims to bridge the “AI divide” by promoting knowledge sharing, funding, and capacity-building assistance. It emphasizes the ethical and human rights aspects of AI development, but does not address military applications.
The resolution calls for international cooperation to foster a fair business environment and encourages various stakeholders to reduce technology barriers. This resolution follows previous UN efforts on AI, including a US-led resolution on safe and trustworthy AI systems and global principles to address misinformation and hate speech. A report on the unique challenges faced by developing countries and recommendations for addressing AI challenges will be prepared by the Secretary General. Additionally, the Advisory Body on Artificial Intelligence will release a final report ahead of the UN's "Summit of the Future" in September.
