The 2018 Global Network Iniative Learning Forum is co-sponsored by ASIL's International Law and Technology Interest Group and will focus on the challenges that jurisdictional issues pose for human rights online. The forum will feature two panels on distinct but interrelated types of state action that impact the flow of data across borders. The event is open to the public and on the record. It will be live-streamed, and a summary will be preserved on the GNI and ASIL websites. Each panel will begin with a scene-setting, including a summary of recent developments by the moderator. Panels will be composed so as to include speakers representing diverse backgrounds and perspectives who can address the following aspects of the issues under consideration: (i) the international legal and normative context, (ii) political expectations and policy levers, (iii) company practice and constraints; and (iv) human rights implications. At least 30 minutes will be reserved for question and answer with the audience.
