On December 3, 2021, the Committee of Ministers of the Council of Europe (CoE), which oversees the execution of European Court of Human Rights (ECtHR) judgments, published several decisions on the implementation of judgments and decisions from the ECtHR. According to a CoE press release, the Committee adopted forty-four decisions; five Interim Resolutions, which aim to overcome “more complex situations requiring special attention”; and thirty Final Resolutions, which close the supervision of the execution of certain judgements. In relation to the Selahattin Demirtaş v. Turkey (no. 2) case, the Committee strongly urged Turkey to release Selahattin Demirtaş; and in the context of the Kavala v. Turkey case, served a formal notice on Turkey to notify Turkey of its intention to refer the issue to the ECtHR at its meeting on February 2, 2022, and requested that Turkey submit its view ahead of the meeting. The Committee called on Azerbaijan “to bring national legislation and practice in line with the human rights convention,” urged Ukranian “authorities to resolve the recurrent problem of overcrowding and inhuman conditions of detention,” and warned Bosnia and Herzegovina “to eliminate discrimination in its electoral system.”
